The law to establish multi - jurisdictional grand juries was passed in 1984.  The first Multi-
Jurisdictional Grand Jury was set up in the City of Richmond and the first Law Enforcement Task Force was formed.  The first
Task Force
was made up of Prosecutors from all the member jurisdictions and Investigators / Detectives from the Virginia State Police, Richmond Police, Hanover County Sheriff Office and the Henrico County Police.  The Chesterfield County Police and Federal Bureau of Investigations later joined.  Within a few years several
multi - jurisdictional grand juries and Task Forces were established across the State of Virginia.   They started having yearly Conferences to discuss investigations and strategies.
