As stated on inside cover page of each issue:  Venereal Disease Information Issued By The United States Public Health Service For Use In Its Cooperative Work With The State Health Departments.
Back then, the USPHS was under the Treasury Department.
These are abstract compilations of research articles from the medical literature of the day along with other original content. Syphillis seems to be the predominant disease.
Each issue was folded in half vertically and folds remain.
